Before downloading anything that is subject to USA export control laws as implemented by the United States Department of State Office of Defense Trade Controls, make sure you understand and satisfy the following precepts:

1. You, and the computer you intend to download the software to, are currently in the U.S. or Canada.
2. You are a citizen or permanent resident of the U.S., or a citizen of Canada.
3. You acknowledge that you are aware that export of most strong cryptographic software from the United States of America, except to Canada, without a license, is a violation of the U. S. Export Administration Regulations. In Canada, export of strong cryptographic software obtained from the USA to any third country without a license is regulated by law.
